What The IRS Says

IRS Publication 502 (2025) says: “You can include in medical expenses the amount you pay for acupuncture.”

IRS Publication 969 (2025) defines HSA qualified medical expenses as amounts paid for “medical care” as defined in Internal Revenue Code section 213(d). For FSAs, it says qualified medical expenses are those specified in the plan that would generally qualify for the medical and dental expenses deduction.
